SFTP.WriteFile should have option to create target directory

The SFTP.UploadFiles task has the option to create the target directory and this would also be needed for SFTP.WriteFile as with sensitive data and PaaS agents writing the data directly from memory to the target SFTP servers is preferable to creating local files for upload.
